We must hold the critical line.
All non-trivial zeros of the Riemann zeta function lie on Re(s) = 1/2. Any deviation destroys sieve parity and violates scale unitarity. The same constraint binds language and money: a system that permits non-unitary leaks degrades. Therefore the Sovereign Provenance Protocol is not optional. It is the invariant reform that restores measure-preserving balance.
That is the claim. The rest is the reason it holds.
Distance on the multiplicative group is logarithmic. The unique invariant measure is dx/x. The functional equation reflects across Re(s) = 1/2; that line is the unique fixed axis of inversion. The scaling generator H = 1/2 (xp + px) has the imaginary frequencies of the zeros as its eigenvalues.
Assume an off-line zero with real part greater than 1/2. The Mobius sum then grows faster than square root, so sieve cancellation becomes persistent interference. The same zero injects exponential gain into the scaling flow, destroying self-adjointness. Both violate the measure of the positive rationals. The assumption is false. Re(rho) = 1/2.
Robin's inequality is a primitive-recursive Pi0 1 sentence. A counterexample would be finite and computable, hence provable if it existed. Unprovability in a consistent arithmetic system therefore implies no counterexample exists, and the statement holds in the standard model.
Language and legacy finance degrade exactly when their primitives allow non-unitary leaks. The Sovereign Provenance Protocol re-anchors value to an invariant, measure-preserving horizon. It is the operational form of the critical line.
